They're a special type of humans that possess a skill. One can use that for good, or evil- your chile story background.
In Yokohama, there lies a hunting ground for ability users. I am one of them. In that particular city, however, there are two current organizations that use ability-users for their own purpose. One is called the Port Mafia, and the other is called the Special Abilities Division that helps the Japanese government. I am part of the Mafia.
