After being abused and neglected by his family he was later sent after being crushed on both arms and legs by All might to the government as the government had more reasons to hate hero's and villains alike in the country of Japan. Years after helping Izuku regenerate back to the way he was they trained him to be his own boss as they wanted him to be the hero the world needs as the world hero sees this and accepted it as they paid both Izuku and the government for their actions. After Izuku became the best cybernetic solider he became something that Japan feared most as they didn't want him to become as some did.
