Somewhere in Japan, 31st October 1639 CCY

With the recent conflict in the Rodenius continent, the strategic HQ of the Japan Military is reviewing and planning a war plan against the future aggressors and a defensive plan for their allies. Even with the swift action of the Japanese Military in the Japanese-Lorian war, there's no denying that there's still lacking that led to Qua Toynian and Japanese civilians being murdered and enslaved. The people at the Strategic HQ are working hard to prevent or minimize the chance of such a mistake happening in the future.

"From the report of the diplomatic mission and the interrogation, the former king of Louria rejected our effort for diplomacy the moment he sees the diplomat officer Eric Gurden because he's a Garmillian. There's a possibility that his rejection is to please the Parpaldian "observers" that we have captured in Jin Hark."

"Hmm... is that so? I guess discrimination does happen everywhere." – Admiral Osamu Yamanami

"I'd not be too surprised. Well, water under the bridge. We are on the military side, so I think all we can offer is pairing the Garmillian diplomats with Terran diplomats, or letting the native meet the Terran diplomat first. Or... show them the biggest stick they have ever seen." – Admiral Fommt Berger

The two admirals sighed. They then shift to the next thing on the agenda.

"Well, for our strategic partner in Qua Toyne and Quilla. Rationally, for a modern nation, a base of another nation is a big red sign that says: "I would not do it if I were you". But... this world is truly different. Arrogant is something we can't account for. I guess we need to arm our allies in case of something happens." – Yamanami

"Well, I do agree with that. If such a thing happens again, we may not be able to act immediately. As well as that, we can't be everywhere at any time. It just happened that the Qua Toynian held the line long enough for our marine to come. What would have happened if they could not hold the line at Gim? But that said... what kind of weapon we can give them? We can't just give them a Kripitera or an Isokaze. And changing the tactic and logistics of an army would need an enormous effort." – Fommt

The people in the room discuss the various types of weapons. But with the Technology Outflow Prevention Act preventing such transfers from happening, one of the officers spoke up.

"Pardon me, sir. But what about World War Two and Cold War rifles like the M1 Garand and Type 89? We have a small factory that makes them for ceremonial troops. I think we can scale up the production and have a surplus for export purposes."

"M1 Garand you say?" – Yamanami

"Yes sir. And... if we need more, I think we can reasonably set up another factory. We still have a lot of information on retired weapons. Even though they are practically ancient by our standard, it'd be a force to reckon with against the Elysian aggressors."

"Hm... mass producing old weapon...? Well, what do you think Fommt?" – Yamanami

"I'm not familiar with the type. But a rifle is a rifle, a bullet is a bullet. It sure will beat swords and shields. I believe we'll also need heavier equipment eventually. Is there more that we can make fast?" – Fommt

"That will need further research, sir. But I'm sure we can get more material and examples out of the museum."

"Good. For the rifles, you have my approval. Make a team to research more about transferable weapons." – Fommt

"Yes sir!"

They then look over newer information on the Parpaldian Empire that was gathered from the merchants and the captured Parpaldian agents. It was surmised that the Parpaldian is on par with or even overtaking the Napoleonic French Empire or the Georgian British Empire. With magic at its core, and the ingenuity of its people, they have developed artillery, a firearm that looks very much like a Charleville pattern of musket refitted with percussion cap and rifled barrel, and they are beginning to experiment with bullet similar to Minié balls, magic communication, and many more. Their warships still use sails, but they are propelled with the use of a magical pearl called "tears of wind god". The magic technology they use is very advanced and still in its infancy at the same time. They are quite inefficient. They are advanced in many facets of technology, but on the other hand, they are very much behind.
