this was said by hansol in deaths wish, and basically tells the readers that that 'different mafia gang' hansol joined was nct. in preparation for becoming the leader of starship, he joined nct for the pure purpose of leaving them. because he does street racing, it only makes sense he knows a good amount about engineering. deaths wish era is also when taeyong was only first recruiting members, so it also makes sense why he tried to hire everyone he could.
and this dates back to early alexithymia, when taeyong explained how hansol didn't 'deserve to be in nct'.
