I will like to elaborate something
As I have mentioned that india was just 'INCHARGE' of the land , She didn't had the power as a country Because she wasn't a country back then but she still she had control, a rather limited control over her land .
Let's take a example, so Gupta empire had rosed and now rules the land, he controls everything but india still has the power to tell him what he should do and not do basically she can limit his powers.
