Krishna had incurred the enmity of Jarasandha when he killed Kamsa who was the husband of two daughters of Jarasandha. He had to engage in the battles waged by the later for 18 times. Neither could vanquish the other. To save his people from the unrest caused by these intermittent wars, Krishna decided to migrate to a safe place. When Balarama acquired the kingdom of Raivata on his marriage on the banks of western ocean , they decided to set up a city there to have a peaceful living. Both the brothers feigned a false retreat into forests giving Jarasandha the pleasure of chasing them. Unable to trace them , Jarasandha set fire to the hill on which they hid and declared himself as victor and returned. He did not attack Dwaraka as his ego was satisfied. Dwaraka flourished in peace.
