Bellweather from Zootopia
"Fear always works!"
(Long rant) ok the similarities between these two is so weird. If you don't know, bellweather is a innocent looking sheep thing who is secretly behind a plot to poison everyone in zootopia, she does this by using a blue flower that causes people to do crazy and become as they used "savage". Many believe only predators go savage so the citizens become weary of them. She works as someone who you are supposed to trust so nobody suspects her until she poisons someone important. She also experiments on Zootopia citizens that can't really defend themselves since they trusted her because she was the mayors assistant. She is eventually caught but mayhem breaks out in Zootopia because everyone is fearing that their closest friends can become savage because this weaponized flower. Riots break out and the main hero's stop it by proving not just predators go savage. Now that sounds familiar doesn't it. As you know sense you're reading this, Crane is supposed to be someone people can trust do to his position but in reality is is exploring a hallucinogen which is deprived from blueish flower and want to do this so the city fears itself and so the city becomes a place made of fear. He experiments on those who thought they could trust him like that mob boss in that one scene. He is eventually caught by Batman when he poisons someone important, Rachel. But riots break out and people turn on each other and the hero has to save the day. SOUNDS FAMILIAR! There is even two scenes which look like exact replicas of each other. Remember after Crane poisoned Rachel he heard Batman, he said something along the lines off (and don't come at me if I get it wrong) "what do people do when a prowler comes around? Call the cops." And then he says it's already to late they can't stop us. Now back to bellweather, the moment after she poisons one of the main characters and she knows she will get caught she goes to call the police. And they are both obsessed with manipulating the fears of an entire city. I don't know it might just be an erie coincidence but the blue flower that's linked the poisons that cause people to act out, having them out to  be innocent at first then the cop scene just really seems to connected to be a coincidence. Ok sorry that was pointless I just wanted to tell you all. Many things are probably spelled wrong because I rushed this
