Siva looked at the Werewolf King. He remembers their last meeting in Jeremiah not going well even at the end.

What made him change his opinion of him?

Hugo's question earlier was never answered NOT because he didn't want to. It's because he didn't know how and what to say on that claim.

If he confirms it, many things will change but if he denies it, Hugo might back out of the promise.

As such, Siva did not confirm it or deny anything and only pushed it aside for another time.

Besides, if he sticks around him more, he will be finding out a thing or two so it wouldn't matter if he kept silent for now.

"How about this: forget about the gamble and just focus on the tasks at hand. King Hugo, the raid on the traitors of Terroa is more important now than it has ever been. I've incapacitated their leader but if he returns, we might not get this chance again so I need you to, just like what I said to the rest of the party earlier, send me a contingent of at least a division within the hour. If we let them escape, there is a large possibility that they will inform the Bloody Church that their group is already being targeted as we speak. If that happens, there was also a large chance that they will also preemptively attack our cities, or even concentrate their attacks in taking over the Northern Continent of Tiara."

Siva has no plan to tell Hugo that there is a large possibility that the Bloody Church's [Patron God], the Blood Dragon God —Vasuki— is imprisoned somewhere in Tiara. At least not yet.

He was scared at the fact that the threat to Baron and Terroa, and also in the Genesis Chamber, is at the verge of being greatly realized. The longer they waited, the more dangerous it is for them.

Siva couldn't help but to applaud the schemer of this grand plan. If, optimistically, they succeed in stopping the plan of the Bloody Church, there is still the grand invasion nine months later as their backup plan. In the end, all of this trouble now is just a diversion and also a scalping tool to reduce the Terrans' military forces.

Because, ultimately, the Church of Blood Dragon God is made up of Terrans and the war between the Terran Alliance —and, hopefully, the Seven Dragon Clans— against the Bloody Church will still take a lot of lives of the Terrans —the future firepower that could have been additional fighting force in the grand invasion nine months later.

As such, as much as Siva wanted to go to The Conclave right now, he couldn't waste time in this plan to destroy the easiest of the targets.

There is still room, yes, so he couldn't send them a message to forego their "vacation" from their tasks and missions in Asgard to support this. Siva still had the dignity to not implore them for all of his personal goals.

After all, they had an agreement that they will all risk the dangers of interfering with AG's plans with their lives according to their own pace. Siva had no right to force them to follow him and make the same sacrifices he was willing to make. Take Matt, for example, he finally breached that wall with Rio... would Siva kill their "joy" by pulling the new couple into his mess? He couldn't.

Right now, there is still room and the emergency is still not as high, so he was doing everything on the limits of his capabilities as much as he could alone.
